Titan don't franchise tag Jonnu Smith

The Titans starting TE, Jonnu Smith is looking like he will go to free agency this season. The Titans will take this oppurtunity to mabye draft a new TE or pick a new one up in free agency. Anyways, Jonnu Smith will be big for any team looking for a new TE starting job or even a backup TE job. One team thats in my mind are either the Dolphins, Seahawks, or Cardinals.
